Toltsuei Island

Toltsuei Island, located several miles off the coast of Kaleth, is relatively remote and possesses geography that makes it particularly well-suited to the clandestine activities of pirates and scoundrels. Toltsuei is governed by the pirate lord Nazu, the Shark of the Southwater and his band, The Unforgiven Bastards. The island has remained a tightly kept secret since it was founded by Nazu after the end of The Great Tsojanan War. Merchants forced out of the Saldorian-controlled trading cities, soldiers from the losing side of the War, or anyone else who found themselves out of favor with the Saldorian Empire found a home on Toltsuei - as long as the followed Nazu's rules. Those who could not, however, would run afoul with the Bastards and meet an untimely end. The island's livelihood depended on its secrecy - and the Bastards could not the risk loose lips and discovery by the Saldorian Empire.

Geography

Toltsuei Island is surrounded by numerous rock formations that make any approach by larger vessels incredibly dangerous for any except those who know how to navigate the treacherous geography. On the south side, the rocks create a relatively sheltered cove offering ample protection for the ships that have been able to navigate through the dangerous rocks. On the north side of the island, high and sheer cliffs line the shores and make approach for the south side the only viable option. The unique geographical features make the island defensible, preventing larger warships for being able to assault the island with artillery. Were they to figure out the safe routes through the forest of submerged rocks, smaller ships would be able to make their way into the inner cove. They would be bottle-necked, however, making it near impossible for invaders to survive a concentrated assault from within the cove.
