It's a seedy place. Not that you'll find seeds there, little actually grows on the shores of the dry sea. What I mean is, it's fishy. Not that you'll find many fish there either... You get what I mean, ey mate?

Kalaire is a "Trading Post" at the shores of the dry sea. While it certainly does serve as a hub for the majority of the trade passing through, the nature of the settlement attracts the less than favourable type. It's a den for smugglers, pirates, and thieves of all kinds away from the prying eyes of the church and her empire. An estimated 40% of all residents would be considered criminals east of the mountains.

Demographics

Most residents of Kalaire are temporary. The sessile part of the population comes to less than 2'600 people, taking travelers and others into consideration however increases the average population of Kalaire to well over 6'000 at a time.

Government

Kalaire has no true government. However, there are a number of rules that all those who set foot within the walls are expected to follow.

Even among the lowest of men there is honour. It is just different.

These rules seem to be enforced by a consensus of the population. There may be some form of power controlling the area, however they do not reveal themselves.
The rules themselves seem to be the following. They are known as the port code.

• You may not steal from, kill, or damage the property of any resident in Kalaire, no matter how temporary.
• You must honour your word and follow the contracts you have signed.
• You may rape neither woman nor man.
• You may defend your honour in a public duel.

However the rule that undercuts all others is that no rule applies so long as you are not caught. There is no police force, and burden of proof is laid on the accuser. Mostly, one must simply convince enough people of a crime and the perpetrator (or victim) will be brought to justice.

Infrastructure

The infrastructure found in Kalaire is basic and utilitarian. Even if the roads were once cobbled, they have king been hurried under a thick layer of packed dirt and sand. There is a fountain at the centre of town, however it is avoided by the residents as they claim the water from the fountain kills you.
