The Laws on magic

It is expressly forbidden for any but a Noble or servant of the Council of Magic to learn the secrets of arcane magic. The nature of Devine or Druidic Magic is likewise left to the domain of the council of Clerics. Any Serf that is discovered to be pracicising either form of magic is declared a Hedge-witch/wizard and is scentenced to death
