Lords of Waterdeep

Waterdeep is run by a council of lords, with a total of 16 - 29 lords at any given time. The true number is not known, as only the head of the council -- the Open Lord of Waterdeep -- is known publicly. The rest of the lords, known as the Secret Lords, have their identities hidden, even from each other. The current Open Lord is Laeral Silverhand.
