Ulsburg

Ostho Castiron was born in a largely Dragonborn village, Ulsburg, in the inland southeast of the Kauvet peninsula. A kindly ancient red dragon named Ula acts as permanent leader of the village. Ula chairs a council of 5 community members who vote on most day-to-day decisions, and breaks ties when a council member is absent or recuses themselves from a vote.
Ula formed Ulsburg around ideals of communal living and self-actualization, encouraging neighbors to help one another with each others' needs by contributing their skills and passions to the group. While families are homed together to encourage parental bonds, raising children is seen as the responsibility of the community as a whole. As such, children do not take last names from their parents. Instead, when they come of age, Ula helps children choose a last name based on an activity or object that holds particular importance to them.
"Ulsburg" was not Ula's idea, and only acquiesced to it after the first council chose the name by unanimous vote.
