The one constant throughout human history is the desire for power, and the presence of those willing to go any length to attain it. Pokemon, regardless of any other qualities they may possess, have vast amounts of power. They are to be controlled, as both a source of power and as tools to attain more power. -- Nagia Shinoda, unknown date.While the exact phrasing and wording has changed over the years, the above maxim has remained the central tenement of the criminal organization known only as 'The Rocket's since the group’s inception several centuries ago. A vile organization surrounded by terrible rumours and worse truths, the Rocket's primary goal is the acquisition of political and military power, possibly even to the extent of world domination. It strives to achieve this by enslaving and experimenting upon powerful pokemon and human psychics. Despite being headquartered primarily in Kanto and Johto, the organization also exerts its control over the Sevii Islands and is believed to maintain at least a marginal presence all over the world. To date, their known crimes are diverse and far-flung. Minor crimes range from harassment of children and disturbing the peace, to petty crimes such as robbing bakeries for food. The more serious crimes include offences as racketeering and extortion, the harvesting and distribution of pokemon organs as narcotics, the corruption and recruitment of minors, sex slavery, and kidnapping. Extreme crimes include rape, torture, murder, wiping out a number of Kazoku Families, human trafficking for a variety of purposes, trafficking of illegal firearms et al, and performing illegal genetic experiments on captive pokemon and humans alike. It's heavily speculated they're also involved in numerous other crimes, though little is known or confirmed.
- While the upper echelons of the Rockets are aware of the Boss's true identity as Niko Shinoda, they remain alive only as long as they remain loyal and useful to the organization on a whole.
- Very few are aware of Haru Shinoda's role as Vice-Boss of the Rockets; most of the world view her as a trophy wife from Sinnoh affiliated with anti-crime charities at worst and wife (associated with said charities) at best.
- Uniforms are a must; all members below a certain rank wear the same uniform, hat, and sunglasses. Not being in uniform while on the job is grounds for a wetworks termination.
- Rumours of an underground training school seem to be true, though only deserted locations have ever been found.
- They have a 'decentralized command structure', multiple branches, many, many cells, and those in one branch 'will only ever have limited person-to-person contact with another branch', unless they are permanently assigned to one of the bases. Most of this information's hearsay as traitors in the underworld are considered to be on the same level as Traitor Doctors and dealt with accordingly.
- Bases are heavily guarded and often secret. The only known successful raids are due to human error and those responsible are often dealt with harshly, if not terminated.
- Field agents often operate in small cells consisting of several grunts and one/two supervisors who receive instructions from superiors via dead-drops.
- The Boss sends instructions to the Executives and Administrators via untraceable e-mail, heavily scrambled, untraceable video-link, or carrier pidgey. Rarely appears in person unless an operation warrants it.
