Manifestation

It cannot be felt in its measurement, only in its passing. Time moves realtive to the individual and no one else can knows what they feel. 
Those blessed with Time Magic are able to control its passing and even move outside its external confines although internally there is no escape.

Localization

Time effects the whole planet its ebb and flow keeps everything coordinated. There are different locations across the planet where this power is easiest to access, like lines crossing the earth. The non-magical people can feel that too, why else would they chose these as the locations for their divisions of the world?

Natural

Everyone is effected by time but some do not see its passing while others can see only that. It is perception is in the eye of its beholder and no two individuals will feel the same about it. It is mysterious like that.
