The Queen of winter, Cailleach, is not a being who is detached from the world and definitely not a dainty saint. In fact, she can appreciate a good brawl and if a creature has drawn her attention with their prowess, she may give them a 'kiss' to grant them a little extra punch.
This kiss, of course, isn't actually given by the Storm hag with her lips. It is often done in a way mortals wouldn't notice outside of winter. A large, pale-blue snowflake manifests in the sky and gingerly floats down to softly land on the recipient's nose where it melts.

Causes

Cailleach can appreciate a good brawl and gives this blessing to people who prove to be good at fighting one way or another. It is essentially her saying 'I like you, let's see if you can be one of my warriors'. Cailleach isn't very picky about the method used for fighting, she accepts both weapons, magic and tricks.

Symptoms

Minor: You are like a small fledgeling ferociously brandishing its claws to a cat. Cailleach has decided to give you a little edge.
You can choose to deal an extra 1d8 cold damage upon hitting a target. 3/day, one creature
  Normal: Cailleach appreciates your skill and would like to witness more daring exploits.
You can choose to deal an extra 1d8 cold damage upon hitting the target. If you do the creatures within 5feet of this target must make a Dex save (DC 8+ X*) or take 1d8 cold damage. 3/day
  Major: Your skills are found to be more than praiseworthy by Cailleach.
If you hit a creature you can choose to deal 2d8 extra cold damage. If you do the creature must succeed on a Con save (DC 8+ X*). On a failed save the creature is incapacitated by the frost spreading over its body. At the start of each turn after that, you must roll a d20. if the number is 20- your level or higher the frost spreads out five feet in a random direction. An enemy creature in that space must make a Con save (DC 8+ X*) or be incapacitated. Affected creatures must make a Cons save (DC 8+ X*) at the end of their turn or remain incapacitated. 3/day, 1 minute

Cultural Reception

Carrying the blessing named Cailleach's kiss is proof of your skill in combat. Whether this blessing is of the minor, normal or major variant doesn't matter in the public's eye.
