Theta Cabarae System

Star system of the Odyros galaxy, which is owned by the HF.

The Theta Cabarae system was previously owned by a small, primitive faction of the third planet in the system. They had few spacefaring technologies which all used chemical propellants as fuel. The HF has been made aware of this civilization after entering the system. The energy signatures of these primitive craft was very small. At this time, the HF had comparatively few laws preventing them from interacting with primitive civilizations, and have made first contact with them. The information that aliens exist, though incredibly insightful to them, was very dangerous. They have obtained a lot of scientific and technological insight, but this led to an arms race between some of the most powerful nations on the planet. This escalated to nuclear war, and the human inhabitants were almost entirely killed off. 

Today, over 40 000 years later, the planet is still in a nuclear winter but the civilization has barely survived. Several humans made it off world, and many more still live in nuclear shelters in the planet. This accident was a lesson to the HF, and directly caused them to implement much more strict first contact protocols. These protocols became mandatory for all star nations under the HF, though at the time of implementation there were only about 5. 

The HF has made sure to make first contact again with this civilization, this time much more carefully. They are helping restore the planet but it is not likely to be habitable for many years in the future.
