Basic Defence License

A Hyperion Federation law that is enacted on almost all of its civilians - the only species that are not effected are those that have no combat ability.

The Basic Defence License must be renewed by every person about once every 3 years. There are exceptions, the most common of which are those who cannot fight and those with higher training qualifications (which take more work to keep). During the process, a person is trained for combat conditions against various alien forces. Though each session only lasts 2-3 days, this training means that the average hyperionite can fight back against a genocidal foe, making it extremely difficult to invade the HF homeland. 

Although many protest against these laws, most recognize their importance for keeping the Federation alive. Many people have been subject to wars directly and have had their lives threatened. Most federation peoples prefer to keep the laws in place because it makes it more likely for their families to survive. Propaganda has an impact here too.

The people are usually trained in a Virtual Universe, which is the quickest and easiest way to get a person combat capable. This training is so cost-effective that hyperionite civilians can sometimes be more skilled than basic soldiers of some factions, not to mention the superior technology they are likely to be equipped with. Normally, civilians are not allowed guns due to HF gun laws, but they can allow Replicators to print weapons regardless of classification level when they come under attack. 

The persons being trained typically practice firearms accuracy, how to protect others from enemy forces using their own weapons, and a general mindset on how to remain relatively safe in battle. They tend to forget this after a few years, which is why they have to renew it every 3 years or so.

If a person is found to have no current defence license they can be punished with some jail time and will probably be exposed to propaganda on an individual level detailing why it is important to obtain.
