High Chief Ngour-Elthó (a.k.a. Feoghfeingan, "the Sun-Child")

High Chief Ngour-Elthó was a sorceress regarded by the Feogh People as a daughter of the Sun Goddess. She founded the Feogh Empire, uniting a number of warring tribes under one banner. She is highly regarded in the history and mythology of the descendants of the Feogh, but remembered by other cultures as a ruthless barbarian conqueror.

Early Life

There are no extant records of Ngour-Elthó's birth or upbringing, but according to legend, a dragon came to the earth in a bolt of lightning one night, carrying an infant human child on its back. The dragon visited a chieftain, but as humans had lost the ability to communicate with the divine by that time, the chieftain was unable to understand its message. She called for the shaman, who was able to interpret: "Raise this child and protect her, for she will one day be a great leader of her people."   The chieftain, honored to be chosen by the gods, thanked the dragon, took the child, and promised to raise her as her own daughter, and the dragon returned to the heavens. The chieftain named the girl Ngour-Elthó, meaning "sky-gift," because she had come down from the heavens.   Ngour-Elthó was a talented child, and she showed powerful innate magical abilities from a young age. The shaman declared that surely she was a child of the Sun. She was nicknamed "Feoghfeingan," meaning "the Sun-child."   Because of her powers, Ngour-Elthó became widely known even among more distant tribes, where rumors of a girl with divine, magical, or—some would say—demonic powers spread. (Legend has it that, when she was a child, a rival tribe tried to kidnap her, desiring her powers, and she single-handedly killed her attackers with just a single word.) Her tribe became respected, or at least feared, by the neighboring tribes, even more so when she became chieftain.  

The Feogh Empire

As chieftain, she formed alliances with neighboring tribes that respected her and demanded the subjugation of those who didn't. She declared herself the (word I'll invent later), meaning "All-Tribes-Chief," claiming the divine right to rule over every tribe, and she proclaimed her domain the Feogh Empire, or Empire of the Sun. It has been said that just the sight of her would make the bravest of warriors flee and the most stubborn of leaders surrender (but this is likely an exaggeration, as she only resorted to warfare after diplomacy and threats failed). Probably less exaggerated are the tales of her raising the dead on both sides to fight for her in battle.   As High Chief, Ngour-Elthó valued efficient organization and maintaining peace between the tribes under her command. This included the adoption of a national language and dialect to be used for all official purposes and the creation of a standardized syllabary, to promote cultural unity and, most importantly, facilitate communication between tribes. Her empire was very decentralized, however; she allowed the tribal chiefs to lead their tribes how they saw fit, so long as they maintained the peace with other Feogh tribes and, in times of war, supplied manpower and a portion of the spoils to her.  

Legacy

High Chief Ngour-Elthó passed her empire onto her daughter, the first to bear the title of Feoghfeing. It is said that, as she was on her deathbed, she proclaimed, "I am a child of the Sun, and so my daughter is a child of the Sun also. She is the next Feoghfeing." Thus, Feoghfeing became a hereditary title. (The "-an" suffix in High Chief Ngour-Elthó's nickname simply means "the.")

Morality & Philosophy

High Chief Ngour-Elthó believed she had the divine right to rule, but she also felt it her responsibility to rule justly. Perhaps surprisingly, she valued peace; warfare, to her, was a means to an end, a last resort to subjugate those who refused to submit to her authority peacefully.
