The Merchant Confederation

The Merchant Confederation is the government body of Tosna, governing the city proper and its lands. Trade has always been important to the city, having fuelled its growth from a simple mining town to one of the free cities of the realm. As such, the governing body is made up of prominent traders and merchants of the lands interspersed with political figures.
