Gagras, Lord of the Dragon's Teeth Maelstrom

A fearsome dragon turtle who roams The Aeliph Sea, who lairs in the Ship Graveyard. His main territory surrounds the Dragon's Teeth Whirlpool in a 50 mile circle, sinking any ship who dares to pass through. Lately, this has been causing quite some trouble for the residents of Tosna, as his territory seems to have started overlapping with a popular trade route used by sailors to travel to and from the city state. As of yet, the current recommendation is to offer the creature a tribute, lest he capsizes the ship. All who have refused have met a watery grave, their ship and treasure plundered by the fearsome beast.
