Siracusa
Siracusa is a Terran country located near travel gates to Kazdel, Laterano and stabe land into Leithanien and Ursus.
Home of many Lupus and Vulpoes, Siracusa is a confederation of twenty-two city-states with strong autonomy. Due to its ancient tradition, the country is currently under the effective control of twelve Mafia families with a unified leadership of a powerful Capo dei capi.
In the year 1849, Signora Sicilia, the current head of state, unified the Dodici under the Grey Hall to end such chaotic period through the religion of the Lateran Church and a new legal system called the "Pistole e Ordine,“ the "Guns and Order." Under her order, all famiglie must share their powers with each other equally with three prominent one, the Bellones, the Rossati, and the Saluzzoes, leading the Hall. Since then, there is a temporary peace among the famiglie marked with prosperity brought by Columbians of Siracusan descent through their wealth and technologies, especially during the heydays of the Texas famiglia.
The Hall became the legislative branch seated by the representatives of the Dodici, who voice their interests diplomatically. However, in reality, the Hall functions as more of a rubber stamp, with ultimate power still resting in Signora Sicilia's hands.

In the meantime, the common folks are living under the threat of the famiglie in which they will face a life-and-death situation if they are accidentally involve in their matters. Even then, newer generations have been finding their own answers to rebel against such ancient tradition and build a new country without the famiglie. Around 60 years ago in order to end the never-ending chaos engulfing the country, Signora Sicilia unified the Dodici Famiglie under the Grey Hall. When the Signora established the Grey Hall, she laid down one rule: "Do not kill leaders or civilians" This allows famiglie to hatch any number of conspiracies against each other; however, they are forbidden to purge a family without the Signora's consent. Due to strong autonomy among the Siracusan city-states, each state has its own legal system under the supervision of the famiglie and Signora. Siracusa has a notoriously corrupt judicial system, where judges are bought or intimidated into manipulating the law for their famiglia's benefit. As such, corruption permeates through every level of SIracusan politics. However, Signora Sicilia herself places great importance on the legal system, as the courts stand for the Grey Hall's will and the judges its executioners. Judges are also expected to maintain the peace between the Dodici Famiglie, preventing them from breaking Signora's laws. Besides their role of law enforcers.
History
The modern nation-state of Siracusa was founded following its independence from Leithanien. Originally, Siracusa swore alliance to Leithanien through the Güldenesgesatz to avoid harassment of the Sarkaz, but its separatism grew as Kazdel weakened after the great crusade and Gaul became more aggressive with each battle.
By the at the start of the great war 200 years ago, the Siracusan independence movement reached its peak and brought havocs to the remaining nine districts of Leithanien as it violates the pact. It also enter into battle with Gaul as it nation pushed its way into Leithanien
Seeing the movement being out of control and in a shocking act of mercy and understanding the Witch King personally amended the Güldenesgesatz and formally recognized its independence to quell rebellions in Leithanien and focus his nation on defending against Gaul.
Siracusa's independence was not without price, for there was a period marked with strives and lawlessness, making it echoing the ancient feud.
