Elias

Elias (he/him) is a gnome who functions as the Milago's resident drunk, who supplies the necessary drugs that keep the miners able to work through regularly hard conditions. Neighbors make occasional mention of the smell of his store and lights from his basement.
Elias is one of the few Milago who does not fear the Bendoowan's wrath, earning him ire from Valta. She views him as a threat to their authority and a danger in need of monitoring. Lily shows a continuous curiosity for what the gnome might be hiding, while Cullen maintains an apprehensive distance from him.
The dispensary is a compact building--its main floor acts as a storefront, while Elias lives on the floor above. A staircase into a basement is visible, though the door bares a high-quality lock (requiring a successful DC 20 Dexterity check with thieves' tools to pick). Inside is Elias' workshop and permanent Message circle, which connects to a circle hidden away by Kagan.
Elias carries several magical drugs (50 Gold for each):

• Halfling Weed: Most often dried, chopped, and smoked. Causes extreme emotions to abate and induces near euphoric mellow-ness and, occasionally, a user will experience mild hallucinations. Side effects include increased appetite and red, puffy eyes.
• Blue sand (First is free: A substance similar to fine sand found at the beach, only that it's deep blue colored. Consumed through the nose. One to five doses (depending on Wis or Con modifier) are enough to develop an addiction. Early effects are Advantages to Perception, Athletics, and Acrobatics checks, followed by the deterioration of body and mind--1-4 weeks: 1 exhaustion stack per 3 days without a dose; 5-7 weeks: -2 on all attributes and disadvantage on all skills; 8 weeks: Death.
• Patch: It works similarly to ecstasy, expanding yourself to feel the sensations all around you. It grants the ability to speak with plants and animals for 1d4+1 hours, and the comedown has a DC15 CON save. Failing the save adds one point of exhaustion immediately after waking from the first long rest you take, and lasts until completing the next long rest.
• Devil's Root: A black root that is ground up and snorted. The user blacks out and sees visions of hell. Sometimes, these visions allow the user to see into the future.

• Funpowder: A magic/alchemic powder made by reclusive druids, funpowder changes the user's biologic gender for 1 hour for every ounce consumed. Usually consumed while diluted in water and/or in combination with a spiked drink.
