The Congregation

Diana Callahan spearheaded the drive to reform the Council of Elders, but to make it more inclusive, diverse, and representative of the supernatural community over which it governs.
To that end, the new council was named The Congregation, and was made up not of 13 witches, but of 1 member each of the supernatural races:

• 1 fullblood witch
• 1 werewolf
• 1 vampire
• 1 dryad
• 1 naiad
• 1 oread (though rarely in attendance)
• 1 sylph (though rarely in attendance)
• 1 Sidhe (to represent any fae that reside in the mortal realm)
• 1 necromancer
• 1 seer
• 1 shapeshifter
• 1 channeler
• 1 half demon

Diana also fought for there to be a fourteenth member on the Congregation, a mortal. As Diana had worked with Jaclyn Doyle for many years, a mortal who knows about the supernatural, Diana was vehement that because the supernatural world intermingles with the mortal world more than ever, that there should be a mortal voice on the council, even if mortals at large are unaware of supernatural existence.
