Magic Persons Registration Card
The Magic Persons Registration Card or M.P.R.C. is a card issued to all citizens of The British Empire and its territories who have the ability to use any form of magic. The M.P.R.C. is a small tan piece of cardstock which is immune to almost all forms of alteration due to the magical government seal. The M.P.R.C. contains the holders name, headshot, age, address, and form of magic on the front side and on the back a stamp from the Royal Ministry of Magic and an authorized signature.
The card began being issued after a failed assassination attempt on then reigning Queen Mary I during a public address. During the address a peasant believed to be capable of innate magic seemingly cast a spell at the queen and missed her instead striking a guard stood nearby sending the crowd into a panic. The peasant escaped in the frenzy and was never identified due to lack of records pertaining to persons capable of magic, and contradicting reports from guards and witnesses believed to be thanks to illusory magic. This event paranoid Queen Mary I who had over 300 people slaughtered on suspicion of being the perpetrator, but still worried for her safety she formed the Royal Ministry of Magic and forced all magic capable persons be branded with a hot iron. After the death of Queen Mary I the Royal Ministry of Magic replaced the cruel brandings with an identification card to quell unrest and unease amongst the populace.
The Magic Persons Registration Card underwent minor changes afterwards but remained mostly unchanged until the early 1800s when the Royal Ministry of Magic developed magical barrier tattoos. These tattoos are capable of permanently locking away a person's magic and making them incapable of gaining further magic and were developed as an alternative to the Magic Persons Registration Card. Magical barrier tattoos depict the alchemical symbol of salt within a shield topped with the royal crown, and are inked on the inside of the wrist, behind the ear, or on the top of the hand. Magical barrier tattoos can only be inked by government approved tattooists or doctors and once completed the tattoos cannot be changed or altered excpet under order from the Royal Ministry of Defense.
Any person(s) capable of wielding magic who do not possess their M.P.R.C. or a barrier tattoo in public will be fined £200 and if unable or unwilling to pay said persons will be jailed for 1 week.
