Ouro Bay

Because of the difficulty of transporting goods across the mountains or through the northern seas, the city-states surrounding Ouro Bay have become the central trade region of the Empire. Almost all goods heading to and from the capital pass through Ouro Bay at some point. Because of this, the Vizcondes in charge of these cities hold far more power than their low rank might suggest, although thus far the constant competition between each city-state has kept any one Vizconde or Vizcondessa from becoming too powerful for their (or our) own good.
