Winter's Crest in Westruun

The Winter's Crest festival in Westruun was interrupted by a blue crystal that detonates in to Skysunder .

this crystal suddenly detonates freezing the entire populace of western in ice but the party is protected by a sudden a lying the streets in a last ditch arcane effort a mystic merchant named Abjurist Noja manages to shield the group from harm and where the crystal previously rested now stood a pale mute woman white hair and frail physique.
she opens a portal and leaps through the party giving chase into what seems like an icy frozen chaotic and elemental in nature they catch up to the woman who then reveals her true self a *great* white dragon.
weakened by her premature *rebirth* the party manages to defeat her and upon returning to Western discover its people released from their icy prison
JUST WANT TO NOTE THAT IT WAS A REBIRTH
BUT ALSO SKYSUNDER IS ONE OF Vorugal 'S KIDS
Eskil discovered The Clasp as responsible for the blue crystal. "Responsible for it's delivery"   Vox Machina defeated Skysunder   In Episode 37, around 3:30:00, Scanlan trades a "Blue Crystal Shard" to the Clasp for Riskel Daxio . It is described as such:
MATT: It is the piece you put in the actual-- SAM: It's a blue shard that we found in-- long, long ago-- it's real crystal and it's real magic.
3:29:41
MATT: Yes. I know what that is. SAM: Because I don't. MATT: Well, it was sufficient upon inspection for this.
3:29:47
SAM: Okay. LAURA: Whoa, I think it opens a portal to another plane. SAM: I don't know what it is, but it's magic.
3:29:52
MARISHA: Is it the one we got at last Winter's Crest? That one? The one that we were using
3:29:59
shards of it to carve through dimensions? Cool. MATT: It had a few uses.

This sounds like either a sliver of the crystals that are maybe soul jars, OR an entire soul jar itself, that Scanlan has mis-remembered. Either way, this could explain why the clasp was so eager to take it in exchange for Riskel. It may hold a soul or fragment thereof, that could be used to rebirth someone.
This could even tie in to Riskel's dying words about rising again. Maybe even rising again as a dragon? Some sort of ritual death and rebirth as a more powerful entity? Seems possibly related...
