Chroma Conclave
Brimscythe AKA Krieg is most likely the implied 5th member (the blue dragon). All evidence point to that being the case, and the players assume it, but it hasn't been directly confirmed in fiction.
The Conclave consists of (so far) 4 chromatic dragons working together towards a common goal. This has repeatedly been stated to be incredibly odd.
Thordak was the leader of the conclave, although Raishan was the one that assembled it in the first place.
Keyleth pitched a theory that the Chroma Conclave's initial strike on Emon was specifically to take out the upper echelon of Emon's government during Uriel Tal'Dorei 's speech. It's not a bad point given the timing of things

Shaun Gilmore theorizes (in ep 57) that the conclave's "plan", essentially, is over, and they are now content with their carved out territory, "forgetting" about each other.
