When he infiltrates the Lemurian Starr, Steve Rogers finds Bucky Barnes has had his memories wiped, and is forced to fight him.
The fight ended when Steve's compassion broke through Bucky's programming enough that he was able to disobey, tearing his cybernetic arm off his body to stop himself from being able to hurt Steve any more.
