The Raft
The Raft is a high security prison opperated by the Government of the United States of America in order to imprison super-powered individuals considered too powerful to be placed in mainstream prisons. It is located in the Atlantic Ocean, and is partially managed by the United States Navy in conjunction with the Federal Bureau of Prisons.
In practise, it is used to imprison anyone who has opperated as a costumed hero or villain, regardless of whether they actually have powers. This is likely due to the influence of General Thaddeus Ross, who's Thunderbolt programme is run out of the prison.
The exact location of the prison is highly classified, and the prison does not usually show up on satelite imaging as the entire facility is submersible, and is usually located underneath the water in order to prevent escapes.
The prison houses both male and female prisoners, with prisoners divided into male, female, and the mixed gender maximum security wing, which houses individuals requiring more specialised restraints, such as Magic Users.
