The region of Vanoii, also known universally as the norther reach is mostly populated along its southern plains and concentrated cities. The northern economy is largely trade dependant, exchanging ice, lumber, and various extracted ore for food, medicine, salt, and other commodities not available along the northern reach. The government is feudalistic in nature and structure with a single king dictating all aspects of foreign and national policy, which is then administered by a network of lords, governors, mayors, and other bureaucrats. The social structure of norther society is divided into tiers or social classes largely based on bloodlines or heritage. These classes define the acceptable or readily available forms of employment and jobs available. Government positions are held exclusively among the noble class. Trades are jealously guarded by the middle class, often by specific families within each city. The most dangerous or lowest value jobs are held by the bastards, the fatherless who are typically born as the direct result of fertility ceremonies inflicted on women who fail to marry or are otherwise unmarried. This sovereignty encompasses the northern most regions of Sovrinia and is the premier military power of the region. They are masters of cold weather survival and have been hostile to Ecotan interests in the past. Events surrounding the VItrogate incident have since turned the power hostile towards Ecotan interests. Vanoii is permeated by the Bowell of the Earth, a vast cave system which allows Vanoii to maintain a resilient commerce system which can function without regard to surface conditions. The Vanoii are thought to have modified and extended this system to facilitate smuggling an the movement of goods on the export ban list, but the subterranean network has proven resistant to surveillance and difficult to map. Attempts to insert informants into the network have been unsuccessful. The Ecotan military has attempted to enforce no fly restrictions on its civilian airships, but extreme weather conditions and highly mountainous terrain make navigation and intercept very difficult. To better facilitate enforcement, the 1st fleet has been reposition ed along the coast and farther to the north than in the past. Relevant trade routs have been redirected in order to better facilitate enforcement policy. It is believed that the Vanoii play an integral role in smuggling goods across the plains from Akan'tiel to the eastern coastal cities.
