NEED: political tension. bitter enemies for that war tension.

positions on the Commission. maybe that's illegal, so it's just that members fo the commission are prominently tied to the church.

probably a prophecy. or series of them, of which seraphiel fits some. but open ended ones so that other olympians could be the promised one.

what is their stance on that central conflict in dwarven society right now, between the rise of companies and families? impartial so it can have followers of both sides (like in Aquila). "the discussions taking place are good. we need these discussions. the conflict itself is healthy."

An organized religion, Headquartered in Casadoro. Sprung up after the end of the human empire (though it was around far longer than that. originally small groups of people interested in understanding the presence of olympians and why they were appearing around). But became a big wealthy political powerhouse after Seraphiel appeared (wiki says the body of an eagle. silent. communes with the metatron. still has his wings, when every other Olympian has lost theirs). Seraphiel speaks to them and passes on their teachings to us (maybe he's not silent? hard to determine how complicit i want him to be).
Above seraphiel there is a not-pope. dwarven. organized.
probably some humans in it. humans have money too and need to be included in the flock. those humans may be secret mammon cultists. or followers of urghad?
tithes get you messages for Seraphiel to send upward to olympia.
Their story is that olympia is protecting us. they organized the conjunction (may be a point of debate among scholars). Things definitely happen for a reason and that is orchestrated by the Olympians, who observe us from above.
