Ilizmagorti serves as a fleeting respite for these marauders, a place to trade ill-gotten gains, indulge in debauchery within the city's limits, or conceal their treasures amidst the treacherous jungles of Mediogalti. Despite being a city governed by laws, the pirates who seek refuge in Ilizmagorti's lagoon harbor are notorious for their violent and disorganized nature. While most are wary of breaking the few regulations in place, the presence of the Red Mantis assassins, fiercely protective of their island's security, ensures a degree of compliance. Depravity runs rampant on ship decks and designated establishments, but when it comes to the rest of the city, pirates toe the line to avoid unnecessary conflict.   The history of Ilizmagorti traces back to its origins as a pirate haven, existing long before the city itself took shape. The natural harbor, a haven of perilous beauty, provided sanctuary from storms and concealed pirates from prying eyes, ultimately luring the banished Red Mantis assassins to establish their new home in Mediogalti. As construction of the Crimson Citadel concluded, the assassins transformed the site of pirate operations into a thriving city. Today, Ilizmagorti stands as one of the largest pirate strongholds in the Inner Sea region, attracting seafarers seeking refuge and lucrative opportunities.   The pirates sailing from Ilizmagorti set their sights on the ships hailing from Cheliax and Rahadoum, perceiving them as prime targets along the coastal trade routes. Mediogalti, harboring no desire to maintain diplomatic ties with any particular nation, allows the pirates to freely exploit these bustling sea-lanes. A simmering tension exists between Mediogalti and the Shackles, each vying for dominance in the region. The Hurricane King yearns for all pirates to unite under his banner, while the Red Mantis fiercely guards against the emergence of any organized rival that could threaten their operations. As both factions bide their time without overtly engaging in conflict, the common sailors yearn for the day when these two forces clash, praying for their mutual annihilation.
