Bellas-Black Avenue
Bellas-Black Avenue, the colorful business district, primarily housing the non-trade end of business in Gavenlow: law offices, meeting halls, domestic services, psychics and palm readers and diviners and the like, guild trade halls, records, architecture firms, art galleries, fine bath parlors, etc.
While the Avenue is not traditionally a place of residency, many business owners in the district reside above their shops and guild halls, typically those with around the clock service, or those still yet unsuccessful enough to afford a place in High Street, Elvenstone District, or around the Palace Wall.

History
The Avenue is the only district in Gavenlow who's primary rule is governed by Merchant's Council of Gavenlow rather than differing to The Emerald Forces. This makes their guards watch, their legal proceedings, their municipal transportation concerns, and their borders fuzzier than the rest of the city.
Geography
Much of the Avenue stretches between Southbridge and High Street, with significant roads connected along High Bridge, and a long winding central street--the titular Avenue--that leads all the way to through parts of High Street to the palace gate--the last few miles of which are an extremely steep climb.
