The Emerald Forces
The Emerald Forces describes a vast ruling body that ranges from government officials to the lowliest staff secretary, court recorder, census taker, to the Emerald Guard, local militia, nightwatchmen, lamplighters, and street cleaners--it is the Scepter's government at large and the municipality has its fingers in everything. Any authority performing a civic function in the Scepter and Gavenlow must be part of the Emerald Forces, save for the Knights Errant and visiting dignitaries.
Structure
A rampant, direct diarchy disguised as a bureaucracy at the lower level.
The Twins as the ultimate rulers of the Scepter are both all powerful and heavily detached from daily governance. The bureaucracy of the Emerald Forces tends to run itself, promote itself, devour itself.
Unlike other bureaucracies, though, the Emerald Forces tend to exact their own justice--not a magistrate exists who cannot wield their own punishment, not a lawmaker who cannot field a militia and enforce their own rule. This tends to define the city as a place of legalistic chaos, with the Emerald Forces spending as much time and resources fighting itself as it does its detractors or lawbreakers.
Assets
The Emerald Forces are the Scepter, with unfettered access to its resources, at the approval of the Twins.
History
The Emerald Forces title of course comes from the nickname of its rulers, the Green Twins. The first members were little more than high ranking bandits with dreams of forming their own self-serving utopia where they made the rules and swung the axe.
