Well known for its opulent four quarters themed after each of the 4 elements, at the centre of which lies the Transmutative Arcanum of Flux. This sprawling city is filled with canals of fresh, clean water that provide easy access through the city for those who can activate their latent magic. Enchanted gondolas are a frequent sight that visitors marvel at and locals largely ignore except when using.
The newest city built in the world, this city was designed for opulence and was realised by the hard work of skilled transmitters and famed graduates of the Born New Military Academy in a landmark collaboration with their closest neighbours. This recovery was done in remembrance of Old Presidium, a once-thriving city that was shockingly obliterated by an unfortunate series of tragedies, most notably a devastating plague immediately followed by total famine of the region, leaving no survivors. The city merges flawlessly with local mangroves and deltas that flow into the sea.
