The Seers of Triarium

The Seers of Triarium are the left hand of the Adirean Empire; they lack the raw military might of the Legions, but make up for it in more advanced equipment, highly trained agents, and direct contact with the Imperial High Council and Empress herself. Their mission is clear - root out evil and heresy in the Empire and destroy it with extreme prejudice.
Their motto is “Veritas Per Omnes Pretia,” or "Truth By Any Means Necessary." This is often jokingly shortened to "By Any Means Necessary" by those who dislike the Seers as a jab at their supposed penchant for brutality and over-zealously accusing innocent people.
One cannot, however, argue with results. The Seers are touted as the prime factor for the incredibly small amount of necromancy based incidents in the Empire in recent decades.
The Seers track people by many means, but their most practiced art is the same one which initially earned their names. In older days, the Seers were an order of paladins and clerics that directly served the crown, and who primarily practiced divination magic in order to better strategize during war times. These techniques were eventually used on captured prisoners, who initially resisted interrogation. Over time, the magic that drew knowledge from the world began to draw knowledge from people; thus the Veracity spell was created.
In addition to truth-taking magic, the Seers have the ability to use divination to "See" a person. If they have access to a piece of a person they seek - a hair, a finger nail, or an item dear to them - they can mark their target wherever they are in the world, and track them using a magic seal which appears on the person's neck. In the Empire, this is called "Being Seen," and anyone who is Seen by the Seers is considered persona non grata by almost all law-abiding civilians.
