The Council of Change

The Council of Change is an organization composed of hand picked representatives of the Gods of Haygra. Their identities are secret to all but the Gods who picked them. This council meets on the final day of a year and decide on a name for the now ending year, as well as evaluate the prayers of the people of Haygra over the year. Any creatures who received enough prayers to become a god is then monitored for the next year by this council to determine what domain of reality to assign to the person before they ascend at the next years council meeting.
