The Lo, Slums within Slums

It is a poor soul that has to live on the surface of Nar Shaddaa. So old is the smuggler's moon that most of its city has been built upon from older versions of the city, so that the moon now resembles a great technological onion. Beneath the surface layers are stacks upon stacks of squalid living.
The Lo is beneath even that. No soul wants to call it their home, only the desperate. Venture far beneath the surface and you'll find villages that never see the sun, factories that pump oxygen across the moon, and gangs vying for power over it all.
Some twenty years ago the gangs in power were the Spice Hills and the Skull'Bones, but that lasted only long enough for them to fight over the worthless village of Paalwok. Within the lightless settlement, the two gangs fought and died, leaving only enough survivors to claw themselves together in time to die when the Dreamlanders came to power.
