Commissioner Gordon, The Bat and ADA Mandelbaum create an undercover GCPD task force to infiltrate The Outfit, the most vicious police gang in the city. Over months they build the case as Tricorner Island suffers an attack by Poison Ivy, who had taken advantage4 of the chaos. Almost the entirety of the Tricorner Island district was implicated and dozens were arrested.
