Provisional First Contact Office

There is no common human government, but the appearance of the Vanir has forced the humans to at least pretend. When the Vanir appeared, nobody wanted to give some rockhoppers from Lovelace who were mining the asteroids in Sagan at the time the job of managing first contact with the first alien civilization humanity had encountered. And while everyone could agree that much, nobody could agree who should have the job, except that they should not be left out.

Thus, the powers of Human Space came together to form the Provisional First Contact Office. Given narrow powers over the Sagan system and a mandate to deal with the Vanir, the Office was meant to be replaced with a more robust system for managing inter-species relations.

Of course, this never happened and 23 years later, the PFCU controls the Sagan system and remains the first point of contact with the aliens.
