The Burakrin Senate
The Republic of Burakrin is famed for its Senate - the only one of its kind in the Manylands. All citizens have a right to vote for their officials, with those elected to office taking seats in the Senate.
Most citizens will be familiar with Councillors, the first rank of office. These are generally clerks who represent and serve the Governors within their constituency... and usually the tax collectors too. Governors are the second rank of office, and usually the leader of one particular settlement within the Republic, though they typically spend more time attending hearings within the Senate Offices in Runedar than in their individual settlements. Governors also get to vote on matters raised in Senate hearings, unlike Councillors. Above them are Senators, the senior officials who form the inner council of the Senate. They can raise matters within hearings, and their votes carry significant weight. Supervising proceedings above all is The Senator-Chair, as much a mediator as leader within the Senate, elected from within the ranks of The Senators themselves.
Due to the many representatives, and many, many hearings and discourse, some believe the Senate to be inefficient and out of touch with society, mired in bureaucracy and inaction, since no motion can pass without a two-thirds majority. Even when laws are passed, they must be approved by The Burakrin High Court before they can be enacted, a procedure which started as a safeguard against passing laws that contradict others, but today is viewed more as another barrier to cross.
It may not be perfect, but it is a historical institution which Burakrin purists are very proud of, and even the haughty Elven Empire of Fallen Stars, despite their history with the Dwarf/Human nation, spare some admiration for the group.
Structure
The Senator-Chair - responsible for maintaining balance and civil discourse during Senate hearings. The Senator-Chair also has the deciding vote on any items raised that are otherwise at a stalemate. Holds the highest position of authority in the Senate, and is elected from the Senators, by the Senators. The Senator-Chair serves in their position for as long as they see fit, or until a motion is passed for them to step down from the position.
Senator - the inner council of the Senate, Senators are responsible for raising items within Senate hearings, as well as for making decisions on behalf of the entire Republic, including trade agreements and laws (in conjunction with the Burakrin High Court). With their superior rank, Senators votes on motions outweigh Governors by two-to-one.
Governor - while Senators are responsible for wider issues concerning the entire Republic, Governors are the link between the Senate and the people, and are responsible for representing the settlement or society by way of voting and raising items during hearings. Governors are also the leaders of their settlement, responsible for overseeing the day-to-day running of the settlement, as well as enacting any new motion passed by the Senate.
Councillor - due to Senate hearings being a regular occurrence, Governors are often away from their settlement for extended periods of time. Councillors directly serve a Governor, and act as clerks and stewards, as well as the Governor's eyes and ears within their constituency. Councillors are welcome to attend Senate hearings, but are not permitted to raise items, nor cast votes on them.

Assets
As the ultimate rulers of Burakrin, the Republic is responsible for the upkeep of the entirety of the country, including state buildings, funding of the guards, high court and political officials, as well as the treasury.
