The Highest Fragment is the title of the worldly leader of Vedism.
A high fragment is voted for life and is the highest teacher of all other fragments.
The first man to be voted into this position was the legendary Tulidin the Wise.

Appointment

After the election is over, there is a great ceremony appointing the High Fragment to his office. In this ceremony he gains the keys to the High library and other things.
