Emperor Hao-Shin Soulseeker oversees the formation of a central administration to oversee the collection of knowledge and the practice of magic across the new Empire. The Emperor also oversees the construction of a grand library that will function as a great place of learning for generations to come. The Celestial Library becomes the primary place of operations for the newly formed Imperial Magistry.
