Effect: Call a wild Gibit to assist with a simple task. Magic held in scroll grants the beast a small amount of understanding and loyalty.  
The scroll for all intents and purposes is a small scroll sealed in a glass vial via a wax charm. The effect of the item is to summon a Gibit from the nearby burrows. A Gibit is a small rabbit-like creature that, once present, will not leave. While someone can use it as a familiar to do tasks, it is more the question of why would they want to.
 
Gibits when called refuse to leave, and have a ferocious appetite. They are seen as a plague and money sink, if the idea is only to have a familiar to follow someone around and assist them with what they desire; the individual should be evaluated for their sanity.
 
A Gibit is indeed a marvel of nature, in the same vein that a cowpie in the field is a useful fertilizer. A fact to be sure, but not something someone would prefer to interact with regularly. There are far better options available to any would-be summoner or caster. An animal call would work better.
