Commercial fishing regulations, Bay of Swallows

Due to the over fishing of sharks, tuna, clams, whales, and giant squid. Each fishing vessel will be hereby required to register with the Harbor master to weigh of their catch. Each vessal will only be allow one permit per day for one specific species of sea life. Ships caught without the proper permits will be subtitled to fines and governing of their daily activity. Each vessel found to be over weight of permitted allowance, will be fined the difference of permitted allowance and actual gross weight. Meaning if you have a gross catch of 500,000lbs and have actually caught 550,000lbs, you will be fined the price of 50,000lbs of the species caught. Meaning that 50,000LBS over permitted weight of tuna caught at a price of 60Gp/LBS will be a static fine of 3,000,000GP per infraction.   Each vessel will report to harbor master to determine the weight of each vessel with the aid of a gravity mage. The calculated weight will be compared to the starting weight based off the registration number given to each vessel prior to each fishing trip. Each vessel will be required to submit to a gravity test based on the the water level markers on the side of each bow of each vessel and the weight will be calculated on the difference due to this measurement, and verified by each gravity mage.   The Captain of each vessel will be required to submit a request to each type and species of catch they wish to pursue. A captain may be denied and instructed to pursue a different species of said catch due to daily quota. Each vessel will also be required on a yearly basis to demonstrate proper fishing techniques. The vessels will not be allowed to: Drag net, Dredge net, or have more than 10 poles per crew mate. Crew will also be able to demonstrate the understanding of depth quantifying, and be able to understand the ability to not drag the bottom of the sea bed off this calculation. Vessels that are found to not be compliant with this regulation will be required to submit to further tests of understanding by the Harbor Master over seen by the Chancellor of the City and advisor of the Circle of Druids.   Each vessel found to be out of compliance of each regulation of species and weight will be fined an additional 2000GP per crew member.
