Growing up in the small town of Deadwood South Dakota, Foster has always been reliant on his own ability to survive and overcome his surroundings. What some would call a short-tempered man, he is not likely to suffer anyone he considers to be foolish or threatening very long. Even those that know him best have trouble predicting one of these 'Cullings' as he calls them as Foster betrays little emotion in anything he does besides cooking.

Not only a handy person to bring along for his hunting skills, but his culinary talent has also been credited with the success of Nuka City itself by his peers. In charge of managing the settlement's food, his preservation and preparation techniques have stretched their resources wide enough for everyone to live quite comfortably and still mike a tidy profit off trading. Permanent residents that volunteer for the local police force are also said to receive a special consideration each day for their service. These sweetrolls are so coveted that many claim that at least half of the force are signed up for the pastry and not the duty.

Sure that he would not survive a second trip through the sandstorms, Foster has resigned himself to living out the rest of his days as a caretaker of the city he helped create. Rarely outside of the old train station before dark, it is his unpopular rule that kicks travelers outside the walls at night to protect the permanent residents. Although recently this ban has been modified to allow followers of Unity to stay under special circumstances as well as special 'visas' that can be purchased for the right to stay at the newly opened hotel, those caught inside the premises without permission are shot on sight when the sun goes down.
