Norara Ciki is an experimental engineer. Although Ustrarian by birth, he has lived and worked most of his life in Seishmeb.
He was the former mentor of a teenaged Devatska Acosaphaura from approximately 947AC to 950AC. Devatska and Norara's professional relationship would cease when it became obvious that he was attempting to steal her innovations and claim her work as his own.
