The Kehl-Twisthorn Peace Cooperation Treaty

The Kehl-Twisthorn Peace Cooperation Treaty was created in autumn of 1060. It marks the first time a treaty has ever been created between Veilan people and Bullfolk tribes, breaking away from the conservatism of the Kingdom of Red Veil.   The document outlines four central agreements made between Governor Alaus va Supino, on behalf of the Royal House of Saranducci and Kingdom of Red Veil, and the Chief of the Twisthorn Tribe:  
  1. Unconditional and universal permission for the bull folk of the Twisthorn Tribe to graze around the lands of Kehl without interference, restriction or harassment. Violation of this criteria will be treated as a crime.
  2. Permission for bull folk traders to enter Kehl on equal merits and terms to all foreign traders, including all of the protections, taxes and limits to foreign traders that are applied. 
  3. Any crime committed by a citizen of Kehl towards a Twisthorn bull folk, or vice versa, will be dealt with by a balanced jury of eight judges, four from each race. 
  4. Hostages will be taken: three members of the Twisthorn tribe and Alaus va Supino. Hostages on both sides will be dealt with respect and released upon mutual agreement between the Governor of Kehl and the Twisthorn Chief. Bull folk hostages in Kehl will receive a house and an offer of employment, as well as six hours of free time per day that they do not need to be in their home. They are forbidden from leaving Kehl at any time. 
The treaty was signed by representative Renard Cavendish of the Frontiersmen; Alaus va Supino, Governor of Kehl and representative of the Kingdom of Red Veil ; Chief Karjar of the Twisthorn Tribe; Fianella Accordi, by way of her seal, as a representative and witness from the Kingdom of Yersia.   As a condition of the treaty, Alaus va Supino willingly became a hostage and appointed his successor in Kehl.

Purpose

Created in response to the Twisthorn Tribe's siege of the Colony of Kehl after the Wall of Light destroyed Kehl's eastern wall.
