Courier

The couriers of the City are a vital part of its infrastructure - indeed there are not many other ways to get into the city except via Courier. Most attempts to form permanent gates to the city fail due to its inherent instability, and locating it can be difficult for outsiders, as the attunement of this plane requires a piece of metal or bone from the plane itself.
There is no consistent skill set that allows one to become a courier; most are spellcasters,  or creatures that naturally have the ability to shift planes. In addition, there exists magical objects that have been enchanted to allow casting of the Courier Shift spell; They are often closely guarded by their owners, and passed down within families

Couriers come from a wide variety of positions and backgrounds. They all have one thing in common, which is that they have a city token, and have the ability to shift planes.

Payment & Reimbursement

While some couriers work as employees of larger gangs and organizations, most consider themselves to be independent contractors and will specialize in certain areas, such as the transport of people, luxury goods, or the large-scale movement of basics. Some operate entirely independently, and transport and sell their own goods. 
Couriers will generally work for a flat fee (usual in the case of bulk goods transport or the movement of people) or for a percentage of the value of the goods transport.

Materials

All couriers have a material link to the city that they carry with them that allows them to locate the demi-plane. The material link is a piece of metal or bone that has existed on the plane for at least 75 (earth standard) years

Workplace

There are a few permanent transport circles that exist within the city, that provide a safe and stable place to enter and exit the plane; Generally their use is controlled by one organization or another, who charges fees for their use. However, skilled couriers can avoid using them. Some couriers will just loiter in the vicinity of transport circles waiting for people who need transportation.
