Cipher of Arlan

The Cipher of Arlan is a collection of codes and ciphers used by the elite forces of the Murk City Guard. The Cipher was developed was created by Arlan, the first and highest commanding member of the Owl Fleet. When Elan and Arlan first started developing the Murk City Guard after Kumari and Otano began to bring in more people from the battle on the Wildlands, there were issues arising between them and the gangs. The new recruits for the guard were constantly being enticed by gangs to spy on the Guard and report back to them. These infiltrations were so bad that many of the earlier guards were killed before Kumari and Otano came back and offered aid. Arlan worked with his trusted Owl Fleet to develop the cipher as a means of transporting messages among themselves. The only people who know how to interpret the Cipher are the Owl Fleet, Elan, Kumari, and Otano. After some time, the Cipher began to be deciphered so Kumari offered to teach the group English, a language unknown to everyone in the Realms, to add an extra layer to the Cipher. So far, it has not been cracked, especially since they also make the ciphers have metaphors, false names, and other codes that make it near impossible to understand. The Cipher is encoded into messages that are transported by the Owl Fleet's various avian companions, many of which were close friends of Elan and worked with Arlan before. While the Ciphers are important documents that cannot be deciphered, the Owl Fleet's messengers are constant targets for rowdy denizens and members of the gangs. Most of the messages are reports about the different situations of the neighborhoods each Owl Fleet Lieutenant is assigned to. The reports are exchanged between the different Outposts (or Owl-Posts as Kumari calls them) and the Manor Headquarters.
