The Margaster Brood
The Children of Olga Margaster are known throughout Waterdeep as the Margaster Brood. Vaguely ominous, and very threatening, it suits the children's leader Natalie well. Olga adopted three children by order of the Open Lord Laeral Silverhand, and wound up adopting a hundred and four more when the caravan of orphans arrived and the Open Lord was going to have to turn them away. Olga told Natalie and her friends-turned-brothers Salazar and Zephan that they were to act as the older siblings to this new brood.
Natalie took heart in this and formed a not-so-secret secret group under her mother's nose...The Margaster Brood. Natalie, Salazar, and Zephan have each taken charge of large swaths of the children and run a council of the eldest children to govern their branch. Nothing gets past them, or goes on without permission. When you mess with one of the Brood, you earn the ire of 197 powerful young individuals.
Mostly, the Brood did good in Waterdeep. Children had stopped thieving in Waterdeep, for example, and the Xanathar Guild lost all of its child pickpocket labor. While there are 197 in the brood, nearly four hundred children show up in shifts for meals throughout the day. The Brood sees them washed, clothed, fed and turned back out. No one knew what was going to happen when the brood moved out to the haunted castle... though no one expected the Margasters in Waterdeep to keep running their "charity" operation. So it was a surprise when they did.
Structure
The Council of the Eldest
The Council of the Eldest has thirteen members, and the children are divided into thirteen age-based groups called clutches. Each clutch has an Eldest that leads it and serves on the Council. Because the children see Olga as closest to (and most likely to listen to) Natalie, Salazar, and Zephan, those three lead the Council.
Natalie is in charge of Mialee Margaster, Esvele, Jaquette Margaster, and Keelan. Salazar is in charge of Valna, Bern, and Asmund. Zephan is in charge of Sai, @Artur, and Blancha Margaster. Each member of the Council is in charge of around thirteen children...with a range of ages and plenty of helping hands. Strictly speaking, Natalie's side is more physically inclined, Salazar's are more intellectually inclined, and Zephan's are more socially inclined, but there are no strict delineations.
Culture
Groups
Obviously, with a hundred and ninety-seven children to worry about, Olga has to work and spend time with each one...but with so many, this is best done in groups. In Waterdeep a noble is expected to debut to society at seventeen, and marry between fifteen and twenty-five, and so Olga's first priority is regrouping the children, regardless of who they are or where they came from by age, not race. This delineation has caused each group to develop their own unique subculture, and it shows.
The Success Stories
The first group is just the eligible young orphans Olga has managed to transform into men and women of standing in society. Frankly, it's just Mialee Margaster. Though 1493 is going to be a truly interesting year.
The Eligible Few
Of the nineteen in the group, a full dozen are going to be staying as part of the house, provided they Present while Olga is running the house, that is. All nineteen must receive an education that results in their capability to manage a Noble Estate, possibly in a far off land like Cormyr. As much education as can be jammed into their remaining months is absolutely necessary. The Eligible Few are definitely feeling the pressure, and have begun acting how the others refer to as "super nobby." They are doing their very best to learn manners, etiquette, lineages, and trivia like their lives depend on it. They train for parties and balls as hard as soldiers train for war.
The Wee Ones
The smallest of the children, usually those still with a single digit's worth of winters under their belts, are schooled together in basic things, like reading and arithmetic, maps and geography. Then they are encouraged to work and play in equal measure.
History
For the first year of its existence, the Brood answered to Natalie. Despite her age, Natalie acted as "Biggest Sister" to every adopted child that Olga and Apryl took in. After their move to Thornhold in Marpenoth 1492, Olga began taking a more direct hand. Now the Council of the Eldest answers to her.

Neverwinter was overrun with waifs and orphans, and Olga took in fifty-four, twenty of whom were Tethyrian! Among the group, there were only three boys!
