This is a top 15 ranged attack cantrip in my book. Acceptable damage, 60 ft. range and you reduce your target's movement by 10 feet until the start of your next turn. Multiple castings of this spell will reduce the target's movement by another 10 ft. per successful hit so multiple casters working in unison or one caster able to cast this cantrip twice (With magic items or by other means) can damn near half most monsters' speeds and reduce NPCs to a crawl. Great option for scenarios where you are casting but also chasing down a target, or to slow the advance of a target coming after you. This is a great cantrip if you are going to use something like Spell Sniper.

Effect

Make a ranged spell attack against the target. On a hit, it takes 1d8 cold damage, and its speed is reduced by 10 feet until the start of your next turn.

At Higher Levels. The spell’s damage increases by 1d8 when you reach 5th level (2d8), 11th level (3d8), and 17th level (4d8).

Side/Secondary Effects

Tingling and numbness in the casting hand.

Manifestation

Typically this is a beam or arc of frigged blue energy that strikes the target and causes frost or icicles to appear on clothing or exposed flesh.
