The Coalition of Shadows

A loose collection of Rogues and Spies that extend across The Successor Kingdoms and The Ruvian Empire. Their origin is mysterious, but it's generally assumed to be before the Eastern Provinces became the Successor Kingdoms.
They deal in information and relics, but largely follow the law. Though secretive, they are not considered a criminal network. They do not carry out assassinations or thefts, though members are always quite capable. The Shadows have a complicated relationship with local rulers. Sometimes hunted, and sometimes relied upon.
The loyalty of members is first to themselves, second to the organization, and third, to whomever hires them.
