Known to the Cèrysh, Hållish, and Núrish as the Ministry of Will and Discipline, this sector of the Scarlet Hall is the sole department in charge of education for all Hålaèrenn Cère's children. Having approximately 9,800 academies, schools, and universities under its jurisdiction, the Ministry is further parted into sub-branches: royct (region), dhivárek (province), and cirté (shire).
In this way, the Ministry is better able to control the ins-and-outs of the entirety of the Cèrysh, Hållish, and Núrish education networks. While allowing each royct a degree of freedom, the Ministry sets the edicts that each branch is to abide by, assigning the provincial and state licenses of graduating mages, allocating funds by province and shire, and ensuring the proper education of the many upcoming students by masters across the union.

Structure

The group of people at the top of the Ministry is a group of 18 ministers, six people from each province. They comprise of:

1. three trustees (usually a member of the Tanúr d'Ortaire or some business owner),
2. a director (a noble from either the Tanúr or Fhérmígh houses),
3. and two former headmasters from each province.

They are ofttimes people of note such as the children of current and former Bhryn, patrons, former rangers/magisters, and members of the Tanúr d'Ortaire with great interest in education, new talent, and profit.

• Regional: At the royctul (regional) level are the "The Three Master Branches". These branches are led by 36 ministers that control the flow of funding gifted by Tanúr Ortaire. With this, they conclude what province gets the most aid, what quotas are to be met per region, and in general, how the schools are to be divided by shire. First and foremost, they look over the provincial branches and make decisions based on their yearly assessments.

• Provincial: At the dhivárek (provincial) level divided into 12 provincial branches: Unthuria, Ce Shäudyra, Hraethur, Sän Dhúpra, Ausloc, Bhanúrek, Koellyn Núr, Dunoi Jaté, Odetta Fé, Fa'Rys, Tirrianne, and d'Feté Rúge. These sub-branches look over the many cities that reside in each shire. Their job is to make sure that the schools run smoothly and efficiently, establishing the code and conduct of faculty and body, investigating cases of master/teacher misconduct, and evaluating the efforts of each schools' headmasters.

• County: At the cirtéa (shire) level, the Ministry can be divided into 16 branches (1 per shire). The main priorities at this level are to make sure masters produce results, ensure the schools are properly staffed, oversee graduations, maintain assets, and attend to student needs. Only the headmaster of each school is to sit on these branches.

Government Assets

There are currently 9,800 schools under the Ministry's jurisdiction all across the principality. Of these schools, however, only 6,084 of them are provided by the Ministry. The first 4,000 or so are light schools for free elementary education while the other 2,000 are trial schools for secondary schooling. The last 84 of them are bright academies used for training masters (former rangers and magisters). There are 820 public schools in Bhaltairia Ghwim, 2,316 public schools in A'Saudreia, and 2,948 public schools in An Royseu.

Private Institutes

Albeit not directly owned by the Ministry these institutions are under the organization's codes of conduct and regulation. Only 1,800 of the 3,716 schools are owned privately by nobles. The other 1,916 schools are divided amongst the Black Hall. There are 670 schools owned by the Rangers' Guild, 500 schools by the Alistairic Order, and the last 746 by the SDM.

Education

Educated Population:

The educated population of Serys is currently 73.7% and rising. Going by region, this would be 85% of Bhaltairia Ghwim's total population, an estimated 1,762,560 people, or around 440,640 people per province. In An Royseu 78% of the populous is educated at around 4,043,520 regionally and 1,010,880 peoples per province. While A'Saudriea is the least educated region at 63% of its populous which is about 2,685,312 regionally and 671,328 per province.

Old Metric:

The Serish education system was established on an ancient metric of advancement. In times long past, children were to go through the Kindling between the ages of 6 and 9 as to learn Magick. At 12, they would go through the Trials of Llysbet: Cérodh learning their affinity (their role as a mage) and complete the Trials of Llysbet: Eollúr by age 15 (having earned their PMT). And lastly, endeavor to complete the Rites of Valor and Grace becoming a full-fledged adult.

New Metric:

The new Serish education system was guided by Ceire-Llylia to reform the previous metric by observing the Koltish of DUKE. Her initial plans were then reworked and further improved upon as Serys moved towards economic prosperity.

• Early: Between the ages of 3 and 6, children are to be taught the Serish alphabet, numerals, and simple arithmetic. (If nothing else, this allowed them to aid their families.) Afterward, they were to go through the Kindling between the ages of 6 and 9 (learning magick and how to function in society). At this point, children were to learn Serish history and temper their magick. In later years more studies of more arithmetic, Dniadhon Lenga (language arts), and geography were added. This would become "Yrrunéskoele" (Elementary School) in the Maitén dialect and "Na Lläiscoile" (Light School) commonly.

• Middle: It is between the ages of 12 and 15 where the Trials of Llysbet placed more emphasis on occupation skills and magick mastery. The Trial of Cérodh determined one's affinity at 12. Students are to temper their magick and learn the ins and outs of magick affinity from their master as mages of this level are to be instructed on:
  • archery, swordsmanship, and simple herbalism,
  • Dniadhon Gwyr (the study of magick lore), and augmentation,
  • runecrafting, Gwylsh (magick language), and Dniadhon Koirrae os Jourach (the study of the world through hílos and koirrae). All of which qualify mages for the Trial of Eollúr.
  
  Courses here were decided by the student but eventually, Gwylsh, Dniadhon Gwyr, Dniadhon Koirrae os Jourach, and Dheorín d'Jourach (Hílos theory) and Dhiadhon Runa (rune arts) became prerequisite courses for everyone. This would become "Na Dhiadéskoele" (Secondary School) in the Maitén dialect and "Na Rättéscoile" (Trial School) commonly.

• Higher: Last is Rites of Valor and Grace. Generally, Ashborn children aren't considered traditional adults until the age of 40 (considering they have 300 more years of life on average). This due to biology and coenaíhn customs. However, all Serish citizens who reached the age of 16 and graduated from trial school are considered young adults. Because upon the completion of the Rites of Valor and Grace, mages can:
  • acquire a job,
  • enlist in the Alistairic Order,
  • join a parish, and
  • receive their official mage license.
  
  They could also forgo this and attend one of many Ositté or Ositté Gwellianta (Bright Academies). These are prestigious universities, usually private, that conceive government officials like D'ära, retrain rangers and magisters as academy teachers, sharpen the skills of runemasters, and create points of contact for noble houses and the descendants of Mhauria.
