Water Clocks
A watched clock drips only half as slow.
A common form of time keeping across the world, Water Clocks are closed, Daemonforged, mechanisms that run perpetually so that time isn't being skewed over... time.
That being said, there is often a small difference in time being kept by individual settlements, and that difference is made larger the farther apart your example locations are from each other.
Armies often travel with their own Water Clocks, so that their officers will be synchronized with each other no matter where they are.
