The completion of the High House of Light comes with a proclamation.

The construction of the High House of Light is completed, and news spreads over the Empire that the Emperor will host the most exceptional people in the Empire personally there next year in a tournament. The official proclamations state that Togashi is seeking an exceptional champion of humanity that will assist the Emperor in establishing proper laws of the land.   So far the High House of Light had been closed off to most visitors, as all petitioners to the Emperor meets with his representatives in the Agasha or Mirumoto, so this will be a rare opportunity to see the sacred residence of the Emperor that has now been completed. And countless rumors speculate who else will be there, and what else could possibly happen.   Last time there was a tournament similar to this, an Emperor was annointed. Anything is possible now...
