Following many years of intense mystical training in the northern mountains, watched over by the Dragon Emperor himself, the first members of the Sacred Order of the Dragon are initiated. These men and women are blessed with magical tattoos by Togashi, granting them mysterious powers that will aid them in their quests for enlightenment. Secretly, they are the Emperor's eyes and ears in the world, and these tattoos also serve as means to communicate with the Emperor should the need arise.
